From April 2011, the Renewables Obligation (RO) will require solid, gaseous and liquid biomass power generators to calculate their lifecycle greenhouse gas (GHG) emissions, and report their results to Ofgem. The Renewable Heat Incentive (RHI) which will be introduced in 2011 may also require similar reporting for heat and for biomethane injection into the gas grid.
Tenders are now being invited by the NNFCC – on behalf of DECC – to produce an independent, robust easy-to-use mechanism for assessing the life cycle GHG emissions from the use of solid and gaseous biomass for electricity and/or heat generation. Bioliquids are not part of the scope of this project.
This tool will made available – free of charge – to generators to support them in preparing annual sustainability reports on the biomass feedstocks that they use.
Reporting on the GHG emissions of their bioenergy can deliver a wide range of benefits, including demonstrating the contribution bioenergy can make to tackling climate change, recognising the best performers, and acting as a vehicle to promote good practice and encourage further GHG reductions.
Key to this will be ensuring that the tool is designed to be credible across the key stakeholders, including the bioenergy generation and supply chain industries, non-governmental organisations (NGOs) and government.
